Cleveland Public Power (CPP) has been an incredible community asset, but today it is in need of reform to maximize its potential and take advantage of the opportunities in front of us.
We believe that CPP has the potential to be a national leader in delivering affordable, reliable, and clean power to existing and future customers.
Our CPP is a coalition of residents, organizations, and technical experts dedicated to directly supporting CPP during this transformation period. Together, we can take advantage of the once-in-a-lifetime opportunity to transition to clean energy without leaving anyone behind. Utilizing our expertise and drawing on our lived experience, we can inform and accelerate CPP reform to ensure maximum equity.

To maximize COMMUNITY benefits, we envision a CPP that is:
Community Driven

Our CPP listens to us, plans with us, and works for us.
Our CPP enables residents and businesses to meet their needs while keeping the lights on.
Our CPP invests in a modern, resilient distribution system and capable, dedicated staff so we always have power when we need it.
Our CPP leads Cleveland’s transition to clean, renewable energy, good jobs, and a healthy future.
Why Here?
We are fortunate to have our own municipal electric utility, CPP. A big advantage of a municipal utility is that it’s not regulated by the Public Utilities Commission of Ohio (PUCO). Nor is it subject to the demands of distant investors who control privately-owned utilities like FirstEnergy. As a municipal utility, CPP is controlled directly by the people of Cleveland through the Mayor and City Council. That means CPP can be more responsive to local needs. And ideally, it can be more flexible, nimble, and innovative.
Why Now?
Our energy system was first built more than 100 years ago. Thanks to advances in technology and government investments, we have an unprecedented opportunity to update the way we produce and deliver electricity to buildings across the city.
Technology Development: Clean energy technologies like solar and wind power continue to drop in price, replacing traditional coal and gas power as the lowest cost energy across our grid. CPP can take advantage of this cost advantage to build local assets while lowering bills and reducing our carbon footprint.
Federal Investment: Through the federal Infrastructure Investment and Jobs Act (IJJA) and the Inflation Reduction Act (IRA), the government has allocated hundreds of billions of dollars to clean energy investment. Much of this money is available to local governments and municipal utilities like CPP to invest in clean, affordable and reliable new sources of renewable energy.
